With the European Climate Law, the EU is committing to carbon neutrality by 2050.

To this end, it is necessary to urgently work on cities and their strategies as cities are one of the main sources of pollution.

Actually, today cities occupy a small slice of land, just 4% of the EU area, but they have about 75% of its population. This share was just 58% in 1960, obviously this trend pushes the Cities energy consumption, making them responsible for more than 70% of CO2 emissions.

Consequently, Cities need support to act quickly and urgently to reduce carbon emissions and to mitigate them.

CLIMABOROUGH, a project co-funded by the European Union and CINEA in the framework of the “100 Climate-Neutral and Smart Cities”, proposes to adopt a community-based approach, involving 14 cities from 12 countries, using innovative procurement mechanisms to support the cities to bridge the gap between design and implementation of urban innovations.

CLIMABOROUGH believes that it is important to adopt “circular technology principles” – thus reuse and combine existing solution prototypes for climate neutrality in Cities – as to innovate urban and strategic planning practices as a framework in which actions and initiatives for achieving that goal should converge.

The goal of our public procurement of innovation is to provide to our cities the services and products corresponding to their needs.

The Preliminary Market Consultations of our first 8 cities will allow service providers to make proposals, allowing the project to improve the cities challenges before publishing our tender at the end of September.

How does this work and when does it happen?

Every city organizes a hybrid event to meet solution providers, present the challenges and answer questions. Our legal procedure, the innovative partnership, makes binding to answer any questions or proposal in a public session.

Can I participate to more than one consultation?

It is possible to participate in more than one city, you can choose just one or more.

What is the budget?

This first phase of our public procurement will fund 16 pilots (2 per city) for an overall amount of 2.3 million euros.

Additional 8 pilots will be deployed later in follower cities for a global budget of 700.000 euros.

Which are the cities?

Our leader cities are Athens (Greece), Cascais (Portugal), Differdange (Luxembourg), Grenoble-Alpes Métropole (France), Ioannina (Greece), Maribor (Slovenia), Sofia (Bulgaria) and Torino (Italy).

Our followers are the cities of Prijedor (Bosnia), Krk (Croatia), Pilsen (Czech Rep.) and Katowice (Poland).

Our observers (eventually followers) are the cities of Issy-les-Moulineaux (France), Podgorica (Montenegro).
