

CLIMABOROUGH launches the Followers Preliminary Market Consultations
During the whole life of the project, CLIMABOROUGH will launch up to 25 socio-technical pilots through a calendar of two rounds of federated public procurement of innovation calls, managed by ANCI Toscana to tackle the challenges faced by 12 European cities.
During the first round of Calls, launched in 2023, more than 100 solution providers proposed their innovative and sustainable solutions to meet the needs of 8 cities of the project: Athens (Greece), Cascais (Portugal), Differdange (Luxembourg), Grenoble-Alpes Métropole (France), Ioannina (Greece), Maribor (Slovenia), Sofia (Bulgaria) and Turin (Italy).
This first round awarded 15 pilot projects, now running, with an overall budget of about 1.800.000 euro.
After this first round, a second call for tender will be published in March 2025 with an overall budget of 1.200.000 euro to propose solutions in other 5 cities: Prijedor (Bosnia and Herzegovina), Pilsen (Czech Republic), Grenoble-Alpes Métropole (France), Sofia (Bulgaria) and Issy-les-Moulineaux (France).
The instrument chosen by CLIMABOROUGH for the call for tenders is the innovation partnership. that will be launched and managed by ANCI Toscana on behalf of the cities.
Each city has defined a specific challenge, considered central to reach the objective of the achievement of the climate neutrality by 2050 (and a reduction of 55% by 2030): Grenoble-Alpes Métropole, Sofia and Prijedor will work on waste and circularity, Issy-les-Moulineaux on Energy and Pilsen on Mobility. The various challenges are all associated with socio-technical solutions to stimulate and boost the use of data and to trigger behavioural change, also via the participation of local stakeholders at all levels.
In this process, ANCI Toscana – in collaboration with the above mentioned cities – has organized 5 Preliminary Market Consultations (PMCs), from 17 to 28 of January 2025, with the objective to acquire information regarding potential solutions to be envisaged for the creation of 5 “Green and Climate neutral City Hubs”.
The PMCs will be run online to ensure the widest possible participation.
The PMCs are open to all interested economic operators, particularly SMEs and start-up enterprises, as well as R&D institutions from both the public and the private sector.

The Prior Information Notice of this calendar has also been published in the online version of the “Supplement to the Official Journal of the European Union” – TED (Tenders Electronic Daily) – dedicated to public procurement.
The PMCs are run in preparation of a federated public procurement call, which will be launched and managed by ANCI Toscana, aimed at selecting 10 service providers (2 per City) able to meet specific challenges and predefined needs related to the creation of the local Hubs. The open call for this procedure – Innovation Partnership, see art. 31 of the Directive 2014/24/EU – will be launched in September 2023 and also properly advertised in the Official Journal of the EU and other popular channels.
