Challenge
The city of Issy-les-Moulineaux is a city located close to Paris. Well connected to public transport and located near to important economic sites and international airports, Issy-les-Moulineaux offers to its inhabitants and visitors a pleasant environment between Paris and Versailles.

This is the reason why so many international companies and innovative SMEs chose Issy for their French or European headquarters. Issy-les-Moulineaux has been one of the major innovation hubs of the Parisian region for more than thirty years.

The city of Issy-les-Moulineaux decided back in 2021 to adopt a climate budget inspired by the experimentation put in place in Oslo. This climate budget is an annual planning tool to help public deciders to reduce greenhouse gas emissions as annual objectives are set in a multi-partner action plan involving public actors, citizens, and economic partners. The city has committed to the Paris agreements and to becoming a near zero-emission city by 2050.
In 2023, the city managed to reduce its greenhouse gas emissions by 7.6%, according to the targets set in the climate budget. Detailed results are available on https://data.issy.com/pages/tableau-de-bord-climatique/.

Another existent initiative in the city of Issy-les-Moulineaux is the zero-carbon challenge where citizens are directly involved. Citizens participating in this challenge are made aware of reducing their carbon footprint by participating in various initiatives during the period of the zero-carbon challenge. Around 100 citizens participate each year in this challenge where they have weekly activities to involve them in the fight against climate change and to change their consumption habits.

Concerning the climate budget
The city of Issy-les-Moulineaux needs to have a better view and a better comprehension of the data collected to help the city decide on which sectors the efforts are to be put on to accelerate the climate transition to achieve climate neutrality. To achieve this, there is a high need for clear data because the actual data obtained by the city is often collected via various channels, hard to understand and to analyze. It is also clearly outdated for some of them as the datasets were updated 4 to 5 years ago for the last time. The climate budget is also not developed enough to include all the aspects needed to reach climate neutrality as a part of the data is missing.

Concerning the zero-carbon challenge
Approximately 100 citizens are participating each year in the zero-carbon challenge, 500 have joined the community since the launch of this challenge, with a population of 70 000 inhabitants, representing less than 0,01% of the population of the city. If it is utopian to have 100% of the citizens participating, increasing this rate seems crucial to have the citizens onboard towards the fight against climate change. For the moment, restrictions on the number of participants are put in place due to the maximum number of participants per workshop done during the period of the challenge.

The city of Issy-les-Moulineaux has been using since many years the Living Lab approaches, having the citizens on board for the main projects of the city. Issy-les-Moulineaux is an historical partner of ENoLL, the European Network of Living Labs (https://enoll.org/). The city of Issy-les-Moulineaux is organizing public meetings about different projects where the citizens are invited to come and can exchange directly with the municipality and the selected private actor if there is one about the project, express their views and ask for some changes.

Fundamental stakeholders will be the different departments of the city, including the IT department and the sustainable city one as well as Issy Média. Other important stakeholders will be the citizens that will be involved throughout the project as well as local associations that are involved with the city in the progress towards climate neutrality.

Expected characteristics of the solution(s) looked for
For the city of Issy-les-Moulineaux, the goal today is to amplify these initiatives with innovative solutions to develop them on a greater scale to ensure a more efficient way towards climate neutrality.

3 main solutions can address the challenge:

  1. Solutions for accurate and up-to-date information at the local level
    Solutions for obtaining accurate and up-to-date information at the local level, with a focus on automation and cost control. This means that we want to have access to data collected in real-time or almost in real-time and data updated depending on the subjects that are defined by the political instances. This data collection should also be comprehensible enough so that the public deciders, who are not all familiar with data, can impulse the political balance to allow more funds to the critical points identified in the data collection to achieve a better synergy between the objectives of the climate budget and the reality observed during the year


  2. Solutions to enlarge the participation to the zero-carbon challenge
    The goal is to make the challenge accessible to more participants while maintaining engaging and personalized experience.
    The solutions must allow the physical limits of the workshops to be overcome while maintaining their pedagogical relevance. Innovative solutions using data collected during the different steps of the challenge can be useful for the development of a broader audience to identify which workshops can be developed on a greater scale to have more participants in it.


  3. Solutions to maintain the citizen’s engagement.
    Participants must be accompanied to apply the changes in their daily lives on a sustainable basis. Participants and the public must be able to observe and understand the positive impacts of efforts.
    The sustainable city department of Issy-les-Moulineaux also wants to develop an inter-city challenge where citizens from different cities will compare their efforts in the completion of the challenge. This is a crucial point to promote the challenge and have more citizens involved in it.

Goals to reach:

  • Climate budget: Collection must be cost-effective and make the best use of existing resources. Data updates, ideally in real time, to inform decisions and measure impacts. Develop the climate budget resources to help the municipality to become climate neutral with concrete actions.
  • Zero-carbon challenge: The goal would be to have a high number of citizens of the city of Issy-les-Moulineaux participating in the zero-carbon challenge to involve them in the will of the city to become climate neutral for 2050.

The city of Issy-les-Moulineaux will also support with some communication actions following the two objectives:

  • Climate budget: to have better communication through the diverse departments and councilors of the city to have all of them involved in the definition of the objectives.
  • Zero-carbon challenge: Communication towards citizens, public meetings, participation at certain events where citizens are coming, social media campaigns, newspaper of the city, etc.
