Tender challenges / Torino

The City of Torino, Italy, is one of the EU Pilot Cities of the Mission “100 climate-neutral and smart cities by 2030”. In fact, its strategic vision is driven by the principles of environmental, economic and social sustainability. There are many ongoing projects focusing on smart innovation, circular economy and inclusivity – for example, for GHG emission monitoring and the preparation of the Climate City Contract, Turin will adopt a platform that is being developed by the Energy Center of Politecnico di Torino.

Waste management is a key domain for the City Hall to work on, together with Amiat/Iren, the waste management company of Torino. According to recent evidence (shown here), there are bottlenecks in both the quantity and quality of WEEE and textiles correctly sorted. As a consequence, the percentage of such items to be recycled, or reused before turning into waste, is still low. The City also wishes to limit as much WEEE and textiles in generic waste as possible. For example, air pods or electronic cigarettes, as they have pollutant and highly-flammable batteries and fabrics that may contain potentially-recyclable materials.

Envisaged solution

Torino is socio-technical systems that allow the City administration to better engage with both citizens and industry in one or more of the three improvement areas outlined above, triggering collaborative and innovative approaches .
The City welcomes proposals that deal with WEEE and textile waste either jointly or separately, and with one of the two types of waste as a minimum. We also consider as acceptable a proposal that includes only one, or two, improvement areas as a target.

Information on the location of the experimentation

A first option is to deploy a pilot project in the area of San Salvario, district 8. San Salvario has about 35,000 inhabitants and it is located south-east of the historical city centre, close to the Valentino Park (one of most popular green areas in town). The extension of the area is 2,4 sq.km.

This district is particularly relevant because it is a densely populated area, with a significant percentage of students, immigrants and residents of different ages and social status.

Another possibility is to deploy the experimentation in a specific environment, for example public offices around the city.

Torino – San Salvario district

Specific requirements

  • Solutions that promote datasets creation on waste collection and citizen behaviours (also useful for awareness raising campaigns). Please note that sensors and/or digital cards cannot be placed on Amiat bins. Moreover, those dedicated to textile collection already have a tracking/monitoring system.
  • Solutions that allow relevant data visualisation, both for remote monitoring purposes and to improve decision making (for instance, spotting particularly critical areas of the city).
  • Solutions that integrate created datasets and embed visualisation functions in a single tool (to be integrated in the City’s and Amiat/Iren’s existing monitoring services and the Climate City Contract monitoring platform).

As additional features, we welcome:

  • Solutions that embed gamification and/or educational aspects, such as general or specific advice on how to improve waste selection or recycling, understand data visualisations, etc.
  • Solutions that are promptly available as applications (for smartphones and tablet PCs, on Android and/or IOS operating systems).  
  • Small-scale experimentation with dedicated bins/sensors/systems in a specific environment/district.

Other forms of incentive, such as the Pay As You Throw (PAYT) or points-pricing systems, can as well be experimented on site. 

Finally, we welcome proposals that, while proving their novelty and potential, propose at the same time the suspension/overcoming of legislative and bureaucratic barriers in order to achieve their stated goals (also in theory, as a future step beyond the 12 months of experimentation).

Minimum requirements

Data availability

The provider should at least use the following datasets made available by the City : data on waste collection at city level, data on waste collection at district level, data on destination facilities, demographic data, and those reported here. Other sources from local public authorities (Sistema Informativo Regionale Rifiuti (SIRR) – Regione Piemonte; Open data Osservatorio Rifiuti – Città Metropolitana di Torino). Other data are available upon request.

Data generation

The solution should at least generate the following datasets:

  • Data on waste prevention:
    • quantities of goods intercepted before they become waste (as a result of the experimentation)
    • Reuse data: quantities actually intended for reuse
  • Data on waste collection:
    • collected waste quantities (by EWC Codes)
    • recycled quantities (at the end of the experimentation)
  • Data on community engagement, for example:
    • n°involved citizens/stakeholders
    • n°public events/activities
    • communication/social media insights
  • More detailed information of the different waste flows: behaviours and waste flows/patterns per district (or site of experimentation);

Data visualisation

The solution should at least enable visualisation of the following datasets”: map of exchange and/or collection flows generated, graphical representation of intercepted quantities (e.g. graphs, tables and/or online tools, GIS, etc.).

Socio—technical solution A

The active engagement of citizens should at least be ensured during the 12 months of experimentation.

Socio—technical solution B

The way active engagement of citizens will contribute to a better performance of the solution should be described in detail.

Socio—technical solution C

A minimum number of 1000 citizens should be engaged by the provider during the 12 months of experimentation.

Socio—technical solution D

The solution should at least demonstrate impacts on the following citizen behaviours”: reuse at source (i.e. preventing the production of waste), AND/OR increase of the amount of waste correctly sorted, AND/OR adoption of circular practices.

Socio—technical solution E

The provider should at least involve the following local stakeholders during the 12 months of experimentation”:

  • Amiat/Iren Waste management company
  • Energy Center for CLICC (GHG emission-related data should be made available to Energy Center, once the platform is available)

Interoperability

The solution should at least be interoperable with the following existing IT systems”: 

  • QGIS, MS OFFICE
  • CLICC, the GHG-emission monitoring tool that is being developed by Energy Center (as soon as available)

Privacy 

Use of the solution should not imply the release of personal data unless for specific and motivated purposes.

Scalability

The provider should specify how the solution can be scaled from the site of experimentation to the broad City level.

Transferability

The provider should specify the conditions under which the same solution can be adopted by other Cities with similar challenge.
