Tender challenges / Athens

Athens has focused its environmental policies over the recent years on climate change mitigation, using the indicator of quality of urban life as a crucial target. Facilitating cultural change in society is perceived as a fundamental need to understand, support, and fulfil the city’s journey for a better and healthier environment. In particular, Athens aims at reducing the level of stationary energy consumption in public buildings and to this purpose is in the process of creating the first energy community dealing with the specificities of localism (neighbourhood level) and engaging all types of citizens in the area (including visitors, workers, students, parents, seniors, low socioeconomic status groups etc.).

Envisaged solution

Athens is looking for a socio-technical systems based on smart combinations of software and hardware (such as IoT sensors) that enable the collection, monitoring and management of energy consumption data in public buildings and can be easily operated by both domain experts and non-experts (such as lay people as per the above list).

Information on the location of the experimentation

The solutions submitted are encouraged to have application in at least one of the neighbourhoods of the City of Athens. The latter is divided administratively in 7 districts that include the neighbourhoods with GIS boundaries depicted in the map and link below:

Specific requirements

  • To promote datasets creation, including data acquisition by IoT sensors and the collection of real time energy consumption data
  • To allow relevant data visualisations, both for remote monitoring purposes and to improve decision making
  • To integrate created datasets and embed visualisation functions in a single tool;
  • To embed gamification and/or educational aspects, such as general or specific advice on how to reduce energy consumption, understand data visualisations, etc.
  • To be promptly available as applications (for smartphones and tablet PCs, on Android and/or IOS operating systems).

The solution should at least rely on the following datasets: See next point “Data Generation”

Data generation

The solution should at least generate the following datasets: Data on energy consumption in school buildings

Data visualisation

The solution should at least enable visualisation of the following datasets: all datasets with usable graphs and the possibility of generating and exporting reports

Socio—technical solution A

The active engagement of citizens should at least be ensured during the 12 months of experimentation

Socio—technical solution B 

The way active engagement of citizens will contribute to the 1st energy community for Athens should be described in detail

Socio—technical solution C

A minimum number of 50 citizens should be engaged by the provider during the 12 months of experimentation

Socio—technical solution D

The solution should at least demonstrate impacts on the following citizen behaviours: energy consumption habits

Socio—technical solution E

The provider should at least involve the following local stakeholders during the 12 months of experimentation: Department of Resilience and Sustainability, Department of Greening and the respective deputy mayors, School administration, district administration, parents, students, teachers, other citizen groups.

Interoperability

The solution should at least be interoperable with the following existing IT systems”: GIS portal of the Municipality of Athens  (http://gis.cityofathens.gr/)

Privacy

Use of the solution should not imply the release of personal data unless for specific and motivated purposes

Sandbox

The provider should specify which rules/regulations should be temporarily lifted for the purpose of the experimentation

Scalability

The provider should specify how the solution can be scaled from the site of experimentation to the broad City level

Transferability

The provider should specify the conditions under which the same solution can be adopted by other Cities with similar challenges
